I think someone should be allowed to make a website that lists them all and lets users choose which free service they'd like to utilize

To police all the apps and websites to make sure they don't break the rule seems a colossal effort, and I'm not sure how consequences would be enforced
No need to police apps/websites. Just disable it completely from the middleware
