I actually think this is really important. A decentralized world MUST have tools for us to collectively agree - and act - if someone is a threat.
Before this begins it might really help to pro-actively encourage the community to understand the whole downvote mechanism more. Since I think a lot of "slightly-off" behaviour is arguably best nipped in the bud and deterred that way.
