Not at all, in fact you don't even need HTML and CSS to learn JS because they work in parallel: JavaScript is the bones of the Website, HTML is the skin, and CSS is how you dress.
It is better to know all of them, but you don't NEED one to learn the other, in fact I haven't even peaked at CSS at this point.
