To reach an accord in an 8-PAC, is a majority or a unanimous agreement required, or what is the criteria?
Rephrased into two Questions and Answers by John:
Q. How are Votes Counted to Reach an Accord?

A. There will be two basic types of Cause Groups: those that will need to raise money to institute their agreed-upon Business Plans – to repair a bridge, as an example; and those that will set a goal of a specific number of Participants who are willing to go public in the broadcast of a Statement of Opinion on some subject – like responding to a Trump Tweet. In either case, I see no reason why a Cause Group couldn't determine their own rules. Even a specific 8-PAC in a Cause Group could independently determine how it wanted to arrive at Accords.
My thinking is that an 8-PAC in its full Deliberation stage would need at least a 5/3 majority to reach an Accord. Then, when it's Delegate left--so to speak--and was focused on Deliberations on the next Level, the remaining 7 could continue their Deliberations on a 4/3 basis. In this case, until he or she returned their attention solely to that Lower 8-PAC, and rejoined in their Deliberations – their Delegate would have no vote at all. However, the Delegate would always be kept apprised by the 8-PAC's Secretary regarding new Accords made in his or her absence.
All that said, I think that when we have the system up and running, we will find that folks will develop general systems, and then specific systems to meet different circumstances – including requiring a Unanimous Vote in certain situations.
Q. How are Business Plans Funded?

A. The real test for any Cause Group intending to apply brick and mortar to the Real World will be whether their proposed Business Plan actually gets funded or not. No one is ever forced to flow their Energy in the form of Real World Currency into any proposal. So, it would seem that actual Funding would be the final marker. When that happens, further Deliberation about the Business Plan would be pointless – unless new information arose putting in question the whole of the Business Plan. Those who had decided not to fund the Business Plan, effectively voted themselves outside the resultant Cause Group that went into action. And once a project is funded and moves into the Real World, its character changes, and further Deliberations go from a focus on Planning to a focus on Management.
The proof of the pudding is in the eating – and the proof of the Business Plan is in the Funding. The sequence would go from an approximated cost per Participant as the specifics of a Business Plan are deliberated and fleshed out; to a specific Business Plan requiring a specific amount of money per Participant; to Pledged Donations; to the finality of a fully funded Business Plan – Donations collected. In effect, all those Participants who eventually fund a specific Business Plan are giving their Unanimous Vote. But 100% of the Participants of the initial Goal Group are not needed. Only that percentage who actually fund the Project are needed. And there need be no insistence that each Participant donate an equal amount. It may be that some will pledge and donate more, to more quickly push the Business Plan into action. (And some Goal Groups may decide to accept Goods and Services in lieu of actual cash. They make their own rules.) Once a Business Plan is funded it will take on a life of its own. The whole purpose of a Cause Group is not so much to follow strict procedures in Deliberations, Voting, and Funding – the purpose is to get the job done!
