The modern Titan, the chained Prometheus.
Shackled because he gave people fire.
In fact, this one is not modern.
He/It is very old. And he/it was condemned, chained, not because he gave fire, but water to the people.
Because this is an old water tower. Shackled by modern construction. By roads, concrete and asphalt, by roundabout. By progress.
