I think a fair few users are taking out any income they can get and some may really need it if things are tough where they are. Witnesses also have costs to keep their nodes going. For my @tenkminnows project I try to only support those who are actively powering up as we need more people with a decent stake.
Hive (active user) growth seems to have stalled for now. It needs a boost from something. I just try to keep people engaged.
