Introducción:
Antes que nada cordiales saludos a la comunidad de @hispapro, a la comunidad de @Hive en general y en especial a mis lectores y seguidores, que siempre me ha ayudado y apoyado, en mi camino dentro de la red.
Hoy, en esta edición número 34, de Hispaliterario, llamada ‘‘EL Libro’’ quiero comentar una historial real, que se generó con la publicación de mi segundo libro. Este libro generó un gran conflicto en la visión de un proceso de lucha social y laboral a nivel nacional, que terminó con el rompimiento de un movimiento y de una organización, dedicada a la defensa de la salud y la seguridad laboral del trabajador venezolano.
Antecedentes históricos. El primer libro:

En este punto haré comentarios generales, para poder darle al lector, un contexto general de los procesos que se estaban generando, en el momento de la publicación de los libros y se pueda entender, la causa de la ruptura o escisión, que provocó la publicación de mi segundo libro.
En agosto del año 2002 fue creado en Venezuela El Instituto Nacional de Prevención, Salud y Seguridad Laborales (Inpsasel). A diferencia de otras instituciones, el INPSASEL, nace bajo la presión y la exigencia de un colectivo nacional, llamado Coordinadora Nacional de Salud de los Trabajadores (CONASAT) y dentro de ella, había y hay, profesionales de diferentes carreras, empleados, obreros, estudiantes.
Es decir, el INPSASEL, nace como resultado de una presión popular, hasta el punto, que el primer presidente de la institución, es escogido en asamblea por los miembros de la CONASAT, y a la vez fue el primer instituto, que abrió sus puertas al escrutinio público, abriendo sus libros y haciendo presentación pública de su presupuesto y gastos.
Cuando el INPSASEL, comienza a crecer y fortalecerse, muchos compañeros ligados a las luchas sindicales y a la defensa de la salud y la seguridad laboral, se encontraron, e hicieron vida dentro de esa institución.
Cuando se inician los procesos de trabajo e inspección del INPSASEL, muchos de los trabajadores, sobre todo los técnicos, que eran ingenieros, se quedaron impactados al ver la realidad en que la trabajaban muchos venezolanos, ya que así como había y hay empresas, donde los trabajadores tienen, las condiciones mínimas, también hay empresas privadas e instituciones públicas y ministerios, donde los trabajadores viven y trabajan en condiciones peores a las del siglo 18 y 19.
En medio del proceso, de impulsar la salud y la seguridad en el trabajo desde el INPSASEL, como política de Estado. Se presentaron en Venezuela, diferentes procesos políticos y laborales conflictivos, y como parte de ese proceso, muchas empresas e instituciones públicas y ministerios, intentaron atacar a los sindicatos, iniciaron despidos de trabajadores y además hubo todo tipo de persecuciones, incluyendo el ascoso laboral en sus diferentes condiciones y las persecuciones políticas.
Así que en la parte más fuerte, de este proceso de la patronal, tanto pública, como privada, contra los trabajadores, saque mi primer libro, que se llamó ‘‘Delegados de Prevención, LOPCYMAT y Derecho en salud de los trabajadores’’. El libro fue un éxito, y fue apoyado por todas las bases de los trabajadores organizados.
El libro, de hecho, fue un best sellers, según me indico mi editor, que es uno de los más conocidos en Venezuela y parte de Editorial PANAPO, que fue la que publicó, mis dos libros. Como dato curioso, puedo decir, que en Venezuela, se lee tan poco los libros nacionales, que las editoriales consideraban un best sellers un libro nacional, con 700 ejemplares vendidos en un mes. Y mi libro, en el primer mes, vendió casi 1600 ejemplares, con ventas, tanto en librerías como en eventos públicos y de trabajadores.
Ese primer libro fue muy importante, debido a que en ese momento histórico, el libro, le explicaba a los trabajadores como organizarse y como elegir e impulsar las elecciones de los Delegados de Prevención, entre otras actividades organizativas y de forma de lucha por sus derechos.
Es importante decir, que los Delegados de Prevención y los Comités de Salud y Seguridad Laboral, fue un logro que conseguimos los trabajadores organizados a través de la reforma de la LOPCYMAT el 26 de julio del 2005.
Sin embargo, como todas las cosas, tanto el libro, como la organización de los trabajadores en las Coordinadoras Regionales de Salud de los Trabajadores, que empezaron a desarrollarse en el país, fueron o trataron de ser institucionalizadas.
Y si algo tenía mi primer libro, era justamente un discurso que llamaba a la organización y a la lucha de los trabajadores, para la defensa de sus derechos laborales y en especial, los motivaba y educaba para dar la pelea en la lucha por los derechos de la salud y la seguridad laboral. Así que muchos trabajadores y sindicatos se apoyaron en ese texto para organizarse y enfrentar el abuso de las patronales.
Pero finalmente, muchos de los trabajadores del INPSAEL, al igual que michos Delegados de Prevención impulsados por trabajadores del INPSASEL, lograron que la mayor parte del movimiento por la defensa de la salud y la seguridad laboral se institucionalizara, y después de que esto sucedió, tanto el INPSASEL como el Ministerio del Poder Popular Para el Trabajo y la Seguridad Social, comenzaron a traicionar la lucha de los trabajadores, hicieron despidos y persecuciones de los líderes laborales que no podían controlar, entre otras cosas, que no vale la pena comentar y que mucho de nosotros hemos vivido en carne propia.
El segundo Libro:

Cuando fui a la editorial Panapo, para hablar con mi editor, le comente que tenía dos libros escritos, uno que era un estudio de caso sobre un caso de acoso laboral a una trabajadora. En el libro se narraba la historia del acoso, se definía que era el acoso, los tipos de acoso, las bases legales para defenderse del acoso, el trabajo de los Delegados de Prevención en el caso de acoso, fuese este ascendente o descendente y como podía y que debía hacer un hombre o una mujer acosada en el trabajo. Y finalizaba con un manual, que había desarrollado, en los tres últimos casos, de acoso que había tenido y que gracias a Dios había ganado al defender a los trabajadores.
Y el otro libro, era un Manual de Acción y Formación, para los Delegados de Prevención y los Comités de Salud y Seguridad en el Trabajo.
Este segundo libro, fue comentado y discutido con los compañeros que me eran más cercanos del movimiento por la defensa de la salud y la seguridad en el trabajo. Y dada la crisis que había con los Delegados de Prevención, todos considerábamos importante que saliera este libro.
Y de verdad, la crisis con los Delegados de Prevención, y la crisis del INPSASEL, eran enormes, en ambos lugares había casos de corrupción, de extorsión a los empleadores, mal manejo del trabajo de los Delegados de Prevención, abandono de los Delegados que trabajaban en defensa de la salud de los trabajadores, por las instituciones y el ministerio, entre otros muchos casos. Es decir, en realidad había una enorme crisis en nuestro ámbito de trabajo y vida.
Yo, desde antes de sacar el segundo libro, había realizado una serie de denuncias contra la dirección del INPSASEL, en esos momentos, realizamos tomas de la institución, entre otras acciones.
Acciones, que provocaron el cierre de mi programa de radio a nivel nacional, el cual se hacía en una radio privada, además de mi despido, y finalmente, ser llamado desde traidor hacia abajo por los miembros del partido de gobierno y sus seguidores. Partido al que jamás he pertenecido, ni perteneceré.
En ese contexto histórico, nace mi segundo libro en el año 2014. Desde el momento que nace el libro, el mismo fue atacado públicamente en el ámbito laboral e institucional, por los mismos compañeros que antes apoyaban el primer libro.
El problema se generó, debido a que yo me negué a escribir con un discurso político de movilización y organización, y además le explique al lector, la situación actual de la salud y la seguridad laboral de los trabajadores en el país, la utilización de los trabajadores organizados por parte de las instituciones y el despido indiscriminado de los Delegados de Prevención, sin que se recibiera el apoyo que la ley le da a los Delegados de Prevención, por parte del ministerio y el INPSASEL.
Mi segundo libro, es un texto técnico y formativo, que le enseña a los Delegados de Prevención, y a los miembros del Comité de Salud y Seguridad Laboral, cuáles son sus funciones, como ejercerlas y además indica, como hacer contraloría del trabajo de los Delegados de Prevención y del Comité de Salud y Seguridad Laboral, eliminando así los procesos de corrupción, tergiversación y mal uso de una herramienta fundamental para la defensa de la salud y seguridad de los trabajadores venezolanos.
El segundo libro, fue muy bien recibido por los Delegados de Prevención, los miembros de los Comités de Salud y Seguridad Laboral, los estudiantes y técnicos, a pesar de los ataques que tuvo, en el primer mes se vendieron solo 1000 ejemplares.
No sé, como continuaron las ventas. Como bien sabemos los venezolanos, en esos años se agudizó la crisis económica del país, las empresas comenzaron a cerrar de manera abrupta, mechas entrando en quiebra, comenzó la migración de los venezolanos, entre otras tragedias que vivimos a nivel nacional.
Mi visión sobre la realidad que describen los dos libros:
Creo que ambos libros ocasionaron un conflicto en su momento, debido a que ambos, respondieron a un proceso histórico muy particular.
En cuanto a la lucha por la salud y la seguridad de los trabajadores en Venezuela, hoy está más vigente que nunca, razón por laque los libros siguen siendo importantes. De hecho, sé que el primero está agotado a nivel nacional, y que la editorial vendió, sus cuatro reimpresiones completas.
Sobre el segundo libro, no sé como estarán las ventas en la actualidad, debido a que PANAPO hace mucho que cerró, sin embargo, es un libro fundamental en el área, tanto para empleadores, como para empleados.
En cuanto al tercer libro, sobre el ascoso y la defensa del trabajador, creo que hoy es más necesario que nunca, más con el maltrato continúo que reciben, los y las trabajadoras, en las instituciones públicas y privadas, así que posiblemente lo saque en digital.
Lo que sí puedo asegurar, de manera definitiva, es que los venezolanos, tienen una de las leyes más importantes en el continente en el área de la salud y la seguridad en el trabajo. Una ley tan buena, que el mismo Estado le tema, razón por la cual han parado infinidad de propuestas de normas técnicas y por eso hasta ahora no ha salido su reglamento.
Por eso es importante que todos, conozcan la LOPCYMAT y las pocas normas técnicas que hay, que defienden la salud y la vida de los trabajadores en Venezuela, esa ley costó movilizaciones, arrestos, despidos, persecuciones y mucho más.
Ahora que escribí esto, me dio una enorme nostalgia, y me llene de gratos, al igual, que de amargos recuerdos, de hecho se me ocurre retomar mi programa de radio y sacarlo por la red, ya que acá no hay censura política y es mucho lo que se puede enseñar y compartir.
Para terminar, recomendaría que estudiemos las leyes, y presionemos para que se obedezcan, eso nos convertiría en ciudadanos activos y críticos sociales, y ese simple hecho asustaría a los políticos de todos los bandos, obligándoles a hacer una buena gestión.

A book, a historical fact, a reality.
Introduction:
First of all cordial greetings to the @hispapro community, to the @Hive community in general and especially to my readers and followers, who have always helped and supported me, on my way within the network.
Today, in this issue number 34, of Hispaliterario, called "THE Book" I want to comment on a real history, which was generated with the publication of my second book. This book generated a great conflict in the vision of a process of social and labor struggle at the national level, which ended with the breakup of a movement and an organization, dedicated to the defense of the health and occupational safety of the Venezuelan worker.

At this point I will make general comments, in order to give the reader, a general context of the processes that were being generated, at the time of the publication of the books and it can be understood, the cause of the break or split, which caused the publication of my second book.
In August 2002, the National Institute of Occupational Prevention, Health and Safety (Inpsasel) was created in Venezuela. Unlike other institutions, INPSASEL was born under the pressure and demand of a national collective, called the National Coordinator of Workers' Health (CONASAT) and within it, there were and are, professionals of different careers, employees, workers, students.
That is to say, INPSASEL was born as a result of popular pressure, to the point that the first president of the institution is elected in assembly by the members of CONASAT, and at the same time it was the first institute that opened its doors to public scrutiny, opening its books and making a public presentation of its budget and expenses.
When the INPSASEL began to grow and strengthen, many comrades linked to the trade union struggles and the defense of health and occupational safety met and made a life within that institution.
When the work and inspection processes of INPSASEL began, many of the workers, especially the technicians, who were engineers, were shocked to see the reality in which many Venezuelans worked, since just as there were and are companies, where workers have, the minimum conditions, there are also private companies and public institutions and ministries, where workers live and work in conditions worse than those of the 18th and 19th century.
In the middle of the process, to promote health and safety at work from the INPSASEL, as a State policy. Different conflicting political and labor processes were presented in Venezuela, and as part of that process, many companies and public institutions and ministries tried to attack the unions, initiated layoffs of workers and there were also all kinds of persecutions, including the ascoso labor in its different conditions and political persecutions.
So in the strongest part of this process of the employers, both public and private, against the workers, I took out my first book, which was called "Delegates of Prevention, LOPCYMAT and workers' health Law". The book was a success, and was supported by all the rank and file of organized labor.
The book, in fact, was a best seller, according to my editor, who is one of the best known in Venezuela and part of Editorial PANAPO, which was the one that published my two books. As a curious fact, I can say that in Venezuela, national books are read so little, that publishers considered a national book a best seller, with 700 copies sold in a month. And my book, in the first month, sold almost 1600 copies, with sales, both in bookstores and at public and worker events.
That first book was very important, because at that historical moment, the book explained to the workers how to organize and how to choose and promote the elections of the Prevention Delegates, among other organizational activities and in a way of fighting for their rights.
It is important to say that the Prevention Delegates and the Occupational Health and Safety Committees were an achievement that organized workers achieved through the reform of the LOPCYMAT on July 26, 2005.
However, like all things, both the book and the organization of workers in the Regional Coordinators of Workers' Health, which began to develop in the country, were or tried to be institutionalized.
And if my first book had anything, it was precisely a speech that called for the organization and struggle of workers, for the defense of their labor rights and especially, motivated and educated them to fight the fight for the rights of health and occupational safety. So many workers and unions relied on that text to organize and confront the abuse of employers.
But finally, many of the INPSAEL workers, as well as many Prevention Delegates promoted by INPSASEL workers, managed to make most of the movement for the defense of health and occupational safety institutionalized, and after this happened, both INPSASEL and the Ministry of People's Power for Labor and Social Security, began to betray the workers' struggle, made dismissals and persecutions of labor leaders that they could not control, among other things, that it is not worth commenting and that many of us have lived in the flesh.

When I went to the Panapo publishing house to talk to my editor, I told him that I had two books written, one of which was a case study about a case of workplace harassment of a worker. The book narrated the history of harassment, defined what harassment was, the types of harassment, the legal bases to defend against harassment, the work of the Prevention Delegates in the case of harassment, whether it was ascending or descending and how a man or a woman harassed at work could and should do. And it ended with a manual, which he had developed, in the last three cases, of harassment that he had had and that, thank God, he had won by defending the workers.
And the other book was an Action and Training Manual for Prevention Delegates and Occupational Health and Safety Committees.
This second book was commented and discussed with the colleagues who were closest to me from the movement for the defense of health and safety at work. And given the crisis there was with the Prevention Delegates, we all considered it important that this book should come out.
And really, the crisis with the Prevention Delegates, and the INPSASEL crisis, were huge, in both places there were cases of corruption, extortion from employers, mishandling of the work of the Prevention Delegates, abandonment of the Delegates who worked in defense of workers' health, by the institutions and the ministry, among many other cases. That is, there was actually a huge crisis in our field of work and life.
Since before the release of the second book, I had made a series of complaints against the management of INPSASEL, at that time, we carried out takeovers of the institution, among other actions.
Actions, which caused the closure of my nationwide radio program, which was done on a private radio, in addition to my dismissal, and finally, being called a traitor down by the members of the governing party and its followers. Party that I have never belonged to, nor will I ever belong to.
In this historical context, my second book was born in 2014. From the moment the book was born, it was publicly attacked in the workplace and institutional environment, by the same colleagues who previously supported the first book.
The problem arose because I refused to write with a political speech of mobilization and organization, and also explain to the reader, the current situation of health and occupational safety of workers in the country, the use of organized workers by the institutions and the indiscriminate dismissal of Prevention Delegates, without receiving the support that the law gives to Prevention Delegates, by the ministry and INPSASEL.
My second book is a technical and educational text that teaches the Prevention Delegates and the members of the Occupational Health and Safety Committee what their functions are, how to exercise them and also indicates how to monitor the work of the Prevention Delegates and the Occupational Health and Safety Committee, thus eliminating the processes of corruption, misrepresentation and misuse of a fundamental tool for the defense of the health and safety of Venezuelan workers.
The second book was very well received by the Prevention Delegates, the members of the Occupational Health and Safety Committees, students and technicians, despite the attacks it had, in the first month only 1000 copies were sold.
I don't know how the sales continued. As Venezuelans well know, in those years the economic crisis of the country worsened, companies began to close abruptly, mechas going bankrupt, the migration of Venezuelans began, among other tragedies that we are experiencing at the national level.
My vision of the reality described in the two books:
I think both books caused a conflict at the time, because both responded to a very particular historical process.
As for the struggle for the health and safety of workers in Venezuela, it is more relevant today than ever, which is why books are still important. In fact, I know that the first one is out of print nationally, and that the publisher sold, all four of its complete reprints.
About the second book, I do not know how the sales will be at present, because PANAPO has long since closed, however, it is a fundamental book in the area, both for employers and for employees.
As for the third book, about the ascoso and the defense of the worker, I think that today it is more necessary than ever, more with the continuous mistreatment that workers receive, in public and private institutions, so I may release it on digital.
What I can definitely assure you is that Venezuelans have one of the most important laws in the continent in the area of health and safety at work. Such a good law, that the State itself is afraid of it, which is why they have stopped countless proposals for technical standards and that is why their regulation has not come out so far.
That is why it is important for everyone to know the LOPCYMAT and the few technical standards that exist, which defend the health and life of workers in Venezuela, that law cost mobilizations, arrests, dismissals, persecutions and much more.
Now that I wrote this, it gave me an enormous nostalgia, and it fills me with pleasant, as well as bitter memories, in fact I think about taking up my radio program and putting it out on the network, since there is no political censorship here and there is a lot that can be taught and shared.
To finish, I would recommend that we study the laws, and put pressure on them to be obeyed, that would make us active citizens and social critics, and that simple fact would scare politicians on all sides, forcing them to do a good management.
